Settlement of flexitime

Technical and administrative employees at UiO register working hours and absences in the self-service portal, see user guide (dfo.no).

Employees to whom the flexible working hours scheme applies can earn plus or minus hours that are settled at the turn of the year.

The local manager is obliged to follow up employees with more than 50 plus hours or 10 minus hours.

Settlement scheme

  • The settlement date for the transfer of plus or minus hours at UiO is set for 31 December each year.
  • No more than 50 plus hours and 10 minus hours can be transferred.
  • More than 50 plus hours will be deleted in the self-service portal.
  • More than 10 minus hours are also deleted in the self-service portal and can lead to salary deductions, see point 3 of follow-up routines below.

Follow-up routines

  1. Overview of flexitime
    Every August and January, the local manager must obtain an overview of the employees' flexitime balance by generating a report on time off and flexitime (dfo.no) (Norwegian) from the self-service portal.
  2. Follow-up of plus hours
    The manager shall facilitate that the accumulated plus time can be taken as time off. No later than four months before the end of the settlement period, the manager and the employee must together plan how the accrued plus time is to be settled. Where an employee repeatedly has plus hours exceeding 50 hours deleted from the flexitime account, the local manager must assess the work situation and possibly address it as a topic in a one-to-one work dialogue.
  3. Follow-up of minus hours
    • The regulations state that where employees have more than 10 minus hours, this will result in a salary deduction. However, UiO does not automatically deduct salaries.
    • For employees who have had their minus hours deleted, the local manager must consider the cause for this in each individual case.
      • Where no time whatsoever has been registered in the self-service portal, it must be considered whether the employee has the wrong work schedule, or whether the employee should be ordered to enter time in the self-service portal. In these cases, it is not possible to register working hours in the previous year. It is recommended that employees remain recorded with 10 minus hours and start registering time from the new year.
      • Where it has been forgotten to register working hours in the self-service portal, working hours can be registered in array, and the self-service portal will be updated.
  4. Notification of salary deduction
    If the local manager believes that there is a basis for salary deduction, this must be reported to the Payroll Office in a separate letter.
