Entitlement to parental benefit

Membership in the Norwegian National Insurance Scheme

As a rule, you are a member of the National Insurance Scheme (lovdata.no) (Norwegian) if you fulfil all the following requirements:

1. You have stayed or have the intention of staying in Norway for at least 12 months.
2. You are working for a Norwegian employer who is obligated to pay employer¡¯s contributions in Norway.
3. You receive no wages from any foreign employer.

You can lose your membership in the National Insurance Scheme:

• if you reside abroad for more than 12 consecutive months.
• if you reside abroad for more than 6 months of the year for two or more consecutive years.
• if you are employed by UiO, but work from your home office abroad.

Note: These are simplified guidelines. NAV will make the final decision regarding membership.

Requirement of occupational activity

To be entitled to parental benefit (lovdata.no) (Norwegian), you must have had pensionable income in 6 of the last 10 months before you start your parental leave (or before the date of postponement).

Income requirement

In order to be entitled to parental benefit, your annual income must be at least half of the basic amount (G) in the National Insurance Scheme.

When only one parent is entitled to parental benefit

• If only the mother is entitled to parental benefit, she may apply for the transfer of the paternity quota.
• If the mother is not entitled to parental benefit, the father/co-mother may have earned an independent entitlement. Read more about when only the father/co-mother is entitled to parental benefit.
