Part I. Short answers (Answer three of the four questions).

b) Describe briefly the main elements of the EU competition policy.
c) Who were the ‘drivers’ and who were the ‘brakemen’ in the 2004/2007 round of EU enlargement, and why?
d) What are the main elements of the ‘second order thesis’? To what extent is this still a valid description of elections to the European Parliament?
Part II. Essay. Answer either Question #1 or Question #2:
1. Describe at least three aspects of the ‘democratic deficit’ in the European Union mentioned in the research literature. Discuss to what extent the EU suffers from a democratic deficit, using at least two of these as a point of departure.
2. Give a brief description of the main characteristics of EU: a) Common Agricultural Policy (CAP), and b) food safety policies. Discuss internal and external forces driving reforms in these policies since the 1990s. Show the relevance of a multi-level governance perspective for studying agricultural and food safety policies in the EU.
