QUESTION What determines the rural urban migration in a poor country?

What are the economic consequences of assisting

(a) the urban poor in the slums

(b) the rural poor in traditional agriculture?

What arguments can you give in favor of such programs in contrast to programs that help the modern (urban) industries to expand?
