More hints and advice concerning Oblig4 Radix

I have put the following in the Oblig folder:

• a sequential version of radixsort
• slides for uke12 (pdf-format here) explaining parallellization of radixsort, including all four steps. I will go thru these slides Friday April 5h, 2019.
• Hints on parallelizing step b) - notes from Arne Maus.
