¡°During the era of increased private media activity, the Canadian government reframed its approach to broadcasting policy through the Department of Communications, in an attempt to identify ¡¯technology¡¯ rather than ¡®free markets¡¯ as the driving force behind regulatory changes¡± (Chakravartty and Sarikakis, 2006:93)

Outline the concepts of these approaches to regulation of the media in a global context and discuss and compare the merits and challenges of them as ways of constructing a global media regulatory regime drawing on the theories and discussions in the syllabus.
