Scientific advances over the past decade have revealed that a number of Earth system tipping points may be triggered at global warming levels between 1-2°C, significantly lower than previously thought and creating growing urgency for policy action. This lecture will explore what a governance program for non-linear shifts in the Earth system might look like and consider which actors and institutions could play important roles in developing appropriate policy responses.
