The second pillar of Horizon Europe addresses major global challenges while improving Europe's competitiveness in relevant technologies and areas. The challenges are often complex and require interdisciplinary solutions and activities from research to innovation. The pillar is solution-oriented and organized in six clusters.
Projects must contribute to lifting concrete challenges and show a clear value for the society. Thus a fairly free choice of method approach is allowed and Humanities and social sciences research will play a significant role and will be able to be included across all the clusters.

Pillar II is organized into six thematic clusters that together embrace both the European Commission's priorities, the European Climate Pact and UN Global Goals for Sustainable Development. There is a need for activities at all stages from research to market-oriented innovation.
It is important to remember that since complex challenges require knowledge and technologies from different fields, applicants might find relevant calls within several clusters.

Partnerships
Partnerships for research and innovation is another important element in the implementation of the objectives of Pillar II. Partnerships are collaborations on societal challenges, which requires long-term and international cooperation to be resolved. The purpose of the partnerships is to coordinate a joint effort between the European Commission and the Member States, and to ensure synergies between European and national initiatives.
Missions
European research and innovation missions aim to deliver solutions to some of the greatest challenges facing our world. The missions aspires to take on large, concrete challenges
for our society within a limited time frame, and will bring many together different types of activities in order to ensure interaction and synergy between the individual projects that together deliver a holistic solution to the challenge.
