MSCA is a ‘bottom-up’ scheme, open to all research and innovation areas except nuclear research. It is open to researchers and innovation staff from universities, research institutions, research infrastructures, businesses and other socio-economic actors from the EU Member States, the Associated Countries or other third countries.
Researchers only receive funding if they move from one country to another.
The following schemes make up the Work Programme:
Doctoral Networks
- Training a new generation of creative, entrepreneurial and innovative researchers through initial and doctoral training of early-stage researchers;
- Projects involve a partnership of universities, research institutions, research infrastructures, businesses, SMEs and other socio-economic organisations from across Europe and abroad;
- One action to set up doctoral programmes, including;
- Industrial Doctorates: training in academia and industry, joint supervision
- Joint Doctorates: joint collaborations leading to joint doctoral degrees
Postdoctoral Fellowships
- Funds postdoctoral candidates for fellowship aimed at diversifying their skills through advanced training and international and/or intersectoral mobility;
- The scheme also funds researchers who wish to re-start their careers after a break away from research; and
- Supporting the re-integration of researchers outside of Europe who have previously worked in Europe.

Staff Exchanges
- Promotes international and inter-sectoral collaboration through research and innovation staff exchanges;
- Enables knowledge sharing and advance science and development of innovation;
- Funds staff exchanges between Europe and non-European counties (‘third countries’) and/or inter-sectoral exchanges between academic and non-academic partners.
- Staff exchanges can include early-stage researchers, experienced researchers, administrative, managerial and technical staff.
COFUND
- Co-funds new or existing multi-annual doctoral or fellowship programmes;
- Programmes are run at regional, national and international level;
- Supports international, inter-sectoral and interdisciplinary researcher training, mobility and career development.
MSCA and citizens
- Aims to bring research and researchers closer to the public, show the role of the researcher for the society and economy and raising young people's interest in research and scientific careers
- Continuation of the European Researchers’ Night in H2020 with a focus on EC priorities and European Research and Innovation Missions
