Notice periods
Various notice periods apply to notice by employee:
- during the trial period: one month
- if the period of service has been less than one year: one month
- if the period of service has been more than one year: three months
Notice form
- An employee’s resignation must be in writing and delivered to the employee’s immediate superior. The period of notice starts on the date when the resignation is submitted.
- In the last week of employment, the employee and the immediate superior must complete a final settlement form (word) and submit it to the local personnel officer who forwards it to the Payroll Office.
- Note! Do not use the self-service portal for resignation.
Termination of temporary service
- Temporary employment contracts expire at the expiration of the agreed time frame or when the particular work is completed, unless otherwise agreed in writing, cf. Civil Service Act Section 17 (lovdata.no) (Norwegian) .
- The employer must give one month’s notice if the employee’s period of service has exceeded one year.
- In the last week of employment, the employee and the immediate superior must complete a final settlement form (word) and submit it to the local personnel officer who forwards it to the Payroll Office.
Termination of employment with a pension
- The employee must submit a written resignation notice to his/her immediate superior six months prior to the desired date of retirement with a pension.
- The Payroll Office reports this to the Norwegian Public Service Pension Fund. In the case of a transition to a retirement or disability pension, this must take place at least three months before the salary ceases to be paid.
- In the last week of employment, the employee and the immediate superior must complete a final settlement form (word) and submit it to the local personnel officer who forwards it to the Payroll Office.
- In order to receive a pension from the Norwegian Public Service Pension Fund from the age of 67, the employee must also apply for a retirement pension from the National Insurance Scheme (nav.no).
Contractually agreed early retirement pension (AFP)
- The contractually agreed early retirement pension allows “early retirement”. The aim is to give older employees greater choice about retiring with a full or partial pension before the ordinary retirement age. The contractually agreed early retirement pension scheme means that state employees can resign once they are 62 years old.
- The employee delivers a written resignation to the manager 6 months before he/she wishes to retire with AFP.
- When the employer has processed the notice of resignation with AFP, the employee will be asked to complete an online form no later than 3 months before retirement. The form contains necessary information that the employer must report to the Norwegian Public Service Pension Fund (SPK) in order for them to be able to initiate pension payments.

Dismissal with and without notice by the employer
Such cases are subject to extensive regulations, which reflect the fact that state employees have strong employment protection rights.
- Dismissal due to circumstances in the enterprise
An employee can be dismissed when the termination of employment is factually justified in the circumstances of the enterprise. Examples of situations that may be relevant are that:- state enterprises receive overall cuts in funding
- tasks cease to exist due to reorganisation and efficiency increase
- financing of externally funded positions ceases
- employees do not wish to join a relocation process
- Dismissal due to circumstances of the employee
Dismissal may be applicable if an employee:- is not able to resume work due to illness
- no longer has the qualifications necessary or prescribed for the position
- due to persistent inadequate work execution is unfit for the position
- has repeatedly violated his or her duty of service
- Notice periods
If dismissed by the employer, the notice period is:- one month if the period of employment is one year or less
- three months if the period of employment is more than one year
- six months if the period of employment is more than two years
- Dismissal without notice/summary dismissal
Dismissal without notice is a reaction to a breach of the employment contract. This is the most serious form of disciplinary sanction. - Disciplinary penalties
A disciplinary penalty is a milder form of disciplinary reaction. A disciplinary penalty may be loss of seniority or relocation to another position.
