Appointment at the Service Center for Foreign Workers
If you have followed the instructions outlined in visa & permits you should have an appointment at the Service Center for Foreign Workers (sua.no). Meet on time and bring with you the following documents:
- Notification of move to Norway form (pdf) (skatteetaten.no), filled in.
- Your passport or National ID card containing a photo of you as well as indicating your citizenship and gender.
- A property purchase or rental contract, preferably one valid for at least 6 months
If the rental contract is older than 3 months, you must also bring confirmation from the owner that the contract is still valid.
- If employed by UiO:
- Your employment contract
If the contract is older than 3 months, bring confirmation from your local personnel officer that the contract is still valid. - Application for tax deduction card
We recommend you follow the procedure to get a tax card as an EU/EEA national.

- If not employed by UiO:
- Invitation letter from your department stating the purpose and length of your stay
- Documentation of having enough money to support yourself and any accompanying family members
- Documentation of private health insurance or your European Health Insurance Card
What happens next?
- If you can document the housing requirements, you will receive a permanent Norwegian ID number in a letter from the Tax Administration, normally within three weeks.
- If you cannot document the housing requirements, you will receive a temporary Norwegian ID number, a so-called D number.
- Both the permanent and temporary Norwegian ID number will allow you to open a Norwegian bank account, but only a permanent Norwegian ID number will lead to the assignment of a general practitioner (GP) in Norway.
- Submit the Norwegian ID number to your local personnel officer.
- If you do not receive your Norwegian ID number within 3 weeks, please contact the Norwegian Tax Administration (skatteetaten.no).
Register at the Post office
To make sure that your personal letters reaches you (including letters from the tax office), it is highly recommended that you go to a post office/post-in-shop to register your address as soon as possible.
