Is a global fossil fuel treaty the way to cut emissions?

Global emissions continue to rise while world leaders struggle to act. Prolific academic Peter Newell suggests a global fossil-fuel treaty modelled on the non-proliferation treaty for nuclear arms is the way forward.

We discuss what could limit the production, expansion and financing of coal, oil and gas. Newell presents what such a treaty could realistically achieve, how it would interact with current climate policies, and what it would mean for communities, jobs and energy access.?

In discussion with Kari Elisabeth Kaski, former Member of Parliament and Sveinung Rotevatn, New Managing Director for Bellona Norway and former Minister of Climate and the Environment.

About the speakers:

  • Peter Newell is a professor of International Relations at University of Sussex and a leading scholar of global environmental politics and international climate governance. He has written widely on supplyside climate policy, climate justice and the politics of the energy transition, combining research with public engagement and policy work to explore how international rules and movements can accelerate emission reductions fairly.
  • Sveinung Rotevatn?is a former Minister of Climate and the Environment and newly appointed managing director for Bellona Norway. A trained lawyer, he has been an elected representative and held positions at every level of the Norwegian democracy, from municipal council to the Norwegian Parliament.
  • Kari Elisabeth Kaski served as a Member of Parliament for Oslo from 2017 to 2025 and, among other roles, was the spokesperson on fiscal policy for the Socialist Left Party (SV) and the second deputy chair of the Standing Committee on Finance in the Norwegian Parliament. She studied economics and European studies at the University of Oslo. She was deputy director and head of policy at the environmental foundation ZERO (2012–2015) and served as party secretary of SV from 2015 to 2017. She also has a background from the youth organization Nature and Youth.
